Separate surveys were conducted for shareholders of limited liability housing companies, members of governing boards, property managers and estate agents. This dataset contains the responses of board members. The respondents were first asked basic information about the company, such as the types of buildings belonging to the company, number of apartments, and business premises belonging to the company. Relating to management of the company, the respondents were asked about the number of members in the governing board, number of meetings in 2012, average time spent on a meeting, change in the time spent on meetings after 2010, division of labour within the board, documents drawn up to guide the work of the board, composition of the board, remuneration received by board members, and increase in the workload of the board. Further questions probed, for instance, the ease of attracting new members to join the board, interest shown by shareholders in the activities of the company, and effects of the new Act on the activities of the company. With regards to property management, the questions surveyed whether the company had a property manager, who was responsible for property management, where the duties of the property manager had been set out, changes in property management services and their costs after 2010, and the need for allowing a property management company to assume the tasks of a property manager. Concerning auditing, topics included person/people responsible for financial/performance audit in the company, differences in opinions about the duties of a performance auditor, and benefit of the performance audit to the company. Views were charted on information and communication by the company, for instance, by asking whether invitations to meetings were sent out early enough, whether board members and chair answered shareholders' questions in the meetings, and whether shareholders were notified early enough about important decisions and plans made by the board. Further questions charting communication probed improvement/decline in communication by the board and property manager after 2010, issues the board and/or property manager should notify the shareholders about (e.g. the company's financial situation, renovating and maintenance instructions), and whether an Act should be in place that lays down provisions on communication between the company and shareholders during the fiscal year. Concerning building maintenance, views were charted on the board's and property manager's knowledge of the law and regulations relating to responsibilities of the company and the shareholder in maintenance issues, and disputes between the company and shareholders about the division of maintenance costs. Relating to the maintenance needs report (which is required by law in cases when planned maintenance significantly affects the use of an apartment, company charges, or other costs incurred by the use of an apartment), questions charted, among others, discussion about the report in the company meeting, shareholders' opportunities to go over the report before the meeting, things included in the report (e.g. cost estimate, maintenance schedule), perceptions on the usefulness of the report, and the frequency of updating the report. Plans of building lifts in the buildings owned by the company were surveyed as well as the division of costs of building them. Further questions studied reimbursements awarded to shareholders for making the renovations planned by the company by themselves, and the equal distribution of maintenance costs. Relating to renovations done by shareholders, questions examined rules set out for renovation notices by the company, number of notices filed per year, shareholders' neglect to file notices, need to add information to filed notices, and expert help hired by the company to assess renovation notices. Further questions about renovations investigated disputes resulting from the neglect to file a notice, processing fees for renovation notices, processing time of renovation notices, and supervision of and conditions set for the renovation by the company. Perceptions of disputes and dispute resolution were surveyed. Disputes among shareholders, and increase or decrease in disputes between the company and shareholders after 2010 were studied as well as primary actor in resolving disputes, and the need for an independent third party to settle disputes and conflicts between the shareholders and the company. Background variables included, among others, the respondent's gender, age, work experience in the governing board, and position in the board as well as the location or size of the municipality where the limited liability housing company operated, and the decade when its buildings had been constructed.","fi":"Oikeusministeriön vuoden 2013 lopulla toteuttamassa kyselyssä selvitettiin vuonna 2010 voimaan tulleen uuden asunto-osakeyhtiölain (AOYL:n) toimivuutta sekä täytäntöönpanon ja vaikutusten toteutumista. Kysymyksissä taloyhtiön riitatilanteista tiedusteltiin, ovatko erimielisyydet vähentyneet vai lisääntyneet kesäkuun 2010 jälkeen. Lisäksi isännöitsijältä tiedusteltiin, keneltä erimielisyyksien ratkaisemiseen on haettu apua. Viimeiseksi kysyttiin vielä asuntokauppoihin liittyen isännöitsijäntodistuksen antamisesta, sen hinnasta sekä sen sisältämistä tiedoista osakkaalle luovutettaessa. Next set of questions studied views on progress and the factors affecting it. The respondents were asked how they viewed the nature of historical progress, how much they thought different things and phenomena had affected the lives of people in the world (scientific progress, literature and art, wars etc.), and how much those things would affect the lives of people in the world in the following 40 years. Further questions charted opinions on the effects of various institutions and phenomena on the development of Finland's future in the following 40 years (e.g. political parties, protection of the environment, regional disparity in Finland). The respondents were asked whether they agreed with a number of statements about Finland's past and future (e.g. \"Finns have been hard-working and industrious throughout history\"). One theme pertained to the significance of history for the respondents' own generation. Questions charted the importance of different goals, values and behaviour to the respondents (e.g. the environment, economic wealth, world peace, helping the needy) as well as views on the most important events and people in the history of Finland. Views on historical events were studied by asking to what extent the respondents agreed with various statements about the 1918 war in Finland (Civil War), about the Winter War, Continuation War and Lapland War, and about the decades after the World War II. Finally, opinions on the Finland and the world of today were charted by presenting the respondents several statements relating to Finland's recent past and the contemporary world, and by asking the extent to which numerous Finnish phenomena and characteristics affected the perceptions of Finland in other countries (e.g. Finnish design, welfare state, low corruption). Seuraavaksi pyydettiin mielipiteitä kehitykseen vaikuttavista asioista maailmassa ja Suomessa. Tätä kartoitettiin esittämällä väittämiä historiallisen kehityksen luonteesta. Kysyttiin kuinka paljon erilaiset keksinnöt, asiat ja ihmiset ovat muuttaneet ihmisten elämää entisistä ajoista tähän päivään mennessä ja kuinka paljon ne tulevat muuttamaan ihmisten elämää seuraavien 40 vuoden aikana. Esitettiin myös Suomen menneisyyteen ja tulevaisuuden kehitykseen liittyviä väittämiä. Historian merkitystä vastaajan omalle sukupolvelle käsittelevissä kysymyksissä tiedusteltiin erilaisten yhteiskunnallisten ja maailmanlaajuisten asioiden tärkeyttä ja pyydettiin mainintoja yksittäisistä menneisyyteen liittyvistä kirjoista, elokuvista, musiikkiesityksistä tai näytelmistä, jotka ovat erityisesti vaikuttaneet vastaajiin. Pyydettiin myös mainitsemaan viisi merkittävintä asiaa Suomen historiasta sekä mainitsemaan 1-3 merkittävintä henkilöä Suomen historiassa. Historiallisia tapahtumia käsittelevässä kysymysosiossa pyydettiin kertomaan mielikuvia vuonna 1918 Suomessa käydystä sodasta ja tiedusteltiin, mitä nimeä vastaaja on tottunut tästä sodasta käyttämään. Lisäksi esitettiin useita väittämiä talvi-, jatko- ja Lapin sodasta. Väittämillä kartoitettiin myös käsityksiä Suomen murrosvaiheesta toisen maailmansodan jälkeen. Lopuksi esitettiin väittämiä, joilla pyrittiin selvittämään käsityksiä Suomen ja maailman lähimenneisyydestä ja nykyisyydestä. Tiedusteltiin myös menneisyyteen ja nykyisyyteen liittyvien tekijöiden ja asioiden vaikutuksesta Suomi-kuvaan ulkomailla. Taustamuuttujia olivat mm. syntymävuosi, sukupuoli, oma ja vanhempien koulutus, asuinpaikkatietoja, työhön osallistuminen, talouden koko, tuloluokka sekä työpaikan toimi- tai tuotantoala. Lisäksi taustamuuttujia olivat yhteiskuntaluokka, lapsuudenkodin yhteiskuntaluokka, asevelvollisuuden suorittaminen, poliittinen kanta ja uskontokuntiin kuuluminen. First, the respondents were asked to what extent they agreed with a number of statements relating to, for instance, political parties and the political system, science and technology, employment, economic growth, changes in society, equality, education, environment, free competition, public services, globalisation, Finland's NATO membership, market forces, national debt, immigration etc. Opinions were charted on why the Finnish society was slow to change and reform. Reasons mentioned included, for instance, sensible caution and moderation, lack of public funds, complexity and size of social problems, bureaucracy, inability to cooperate of different actors in society, lack of leadership in society, atmosphere that discourages responsiblity and risk-taking, and opposition to reform among citizens. The respondents were also asked what kind of voter they were (i.e. core voter, swing voter, abstaining voter) as well as how they would place themselves on the left-right and liberal-conservative axes. One set of questions charted opinions on the equality/inequality between Finns in various issues and between different groups, for instance, income distribution, health, educational opportunities, genders, generations/age groups, municipalities, occupational groups, taxation, political rights and opportunities, freedom of speech, and ethnicities. Views on the acceptability of different means of influencing in society were investigated (e.g. boycotting, infiltrating and/or recording in production facilities, legal demonstrations, rioting, traffic blockades, nonviolent direct action in order to draw the attention of the media). Views were charted on characteristics of the Finns and Finland and the effects of these characteristics in society. Opinions were studied on Finnish education in international comparison. Relating to the European Union, opinions were charted on Finland's EU membership and the currency change to euro. The respondents were also asked whether the EMU membership and euro were advantageous or disadvantageous to Finland in the economic situation at the time of the survey, whether their opinion of the EU had become more positive or negative, and whether they would vote for or against Finland's EU membership if a referendum were held at the time of responding. This stage of the study was conducted to survey journalists' perceptions of the Finnish rural areas. The study is a continuation of the surveys conducted in the Landmarks Programme of the Finnish Innovation Fund (Sitra) in 2009 and 2011. First, the respondents were asked how firmly they connected certain qualities and issues to countryside and to urban areas. Images of the countryside were charted by asking what kinds of places corresponded to their view of the countryside and which areas they saw as part of the countryside (e.g. holiday villages in rural areas, rural population centres, nature areas, rural areas dominated by agricultural areas). The experience of urban/rural identity was examined by asking whether the respondents thought themselves as city or rural residents and how important this identity was to them. The respondents were presented with a number of statements relating to the countryside, its image and future development and significance. Some questions covered what the respondents would like the countryside to be like in 2025, what countryside meant to them at the time of the survey and what they believed it would mean to them in ten years' time. Further questions explored the respondents' beliefs about whether the significance of rural areas would grow or diminish in Finland. Some questions investigated what kind of business ventures they thought could have potential in the countryside (e.g. logistics services, renewable energy production, tourism), and to what extent they agreed with a number of statements related to entrepreneurship both in general and in the countryside. future of rural areas. This stage of the study surveyed the perceptions of rural development specialists. The study is a continuation of the surveys conducted in the Landmarks Programme of the Finnish Innovation Fund (Sitra) in 2009 and 2011. First, the respondents were asked to what extent they connected certain qualities and issues to countryside and to urban areas (e.g. burden on the public economy, environmental-friendly way of life, social exclusion, good life, authenticity, culture). Images of the countryside were charted by asking what kinds of places corresponded to their view of the countryside and which areas they saw as part of the countryside (e.g. holiday villages in rural areas, rural population centres, nature areas, rural areas dominated by agricultural areas). The experience of urban/rural identity was examined by asking whether the respondents thought themselves as city or rural residents and how important this identity was to them. The respondents were presented with a number of statements relating to the countryside, its image and future development and significance. Some questions covered what the respondents would like the countryside to be like in 2025, what countryside meant to them at the time of the survey and what they believed it would mean to them in ten years' time. Further questions explored the respondents' beliefs about whether the significance of rural areas would grow or diminish in Finland. Some questions investigated what kind of business ventures they thought could have potential in the countryside (e.g. logistics services, renewable energy production, tourism), and to what extent they agreed with a number of statements related to entrepreneurship both in general and in the countryside. Background variables included the respondent's year of birth, gender, education, political party choice if parliamentary elections were held at the time of survey, economic activity and occupational status, annual gross income of household, and job title.","fi":"Tutkimus kartoittaa maaseudun merkityksiä ja tulevaisuutta. Sen tehtävänä on antaa tietoa suomalaisten maaseutukäsityksistä. Tutkimus on jatkoa Sitran 'Maamerkit - maaseudun merkitykset' -ohjelmassa vuosina 2009 ja 2011 toteutetuille maaseutubarometreille. Separate surveys were conducted for shareholders of limited liability housing companies, members of governing boards, property managers and estate agents. This dataset contains the responses of shareholders of limited liability companies. The respondents were first asked basic information about the company, such as the types of buildings belonging to the company, number of apartments, business premises belonging to the company, and whether the company had a property manager and who was responsible for property management. Relating to management of the company, the respondents were asked about the ease of attracting new members to join the board of the company, interest shown by shareholders in the activities of the company, and improvement or decline of the management of the company after June 2010. With regards to auditing, the respondents were asked whether there was a person responsible for financial/performance audit in the company, whether performance audit (set out in the 2010 Act) had improved residents' access to information about the activities of the company, and whether the audit had benefited the company and increased trust for its management. Views were charted on information and communication by the company, for instance, by asking whether invitations to meetings were sent out early enough, whether board members and chair answered shareholders' questions in the meetings, and whether shareholders were notified early enough about important decisions and plans made by the board. Further questions charting communication probed improvement/decline in communication by the board and property manager after 2010, issues the board and/or property manager should notify the shareholders about (e.g. the company's financial situation, renovating and maintenance instructions), and whether an Act should be in place that lays down provisions on communication between the company and shareholders during the fiscal year. Concerning building maintenance, views were charted on the board's and property manager's knowledge of the law and regulations relating to responsibilities of the company and the shareholder in maintenance issues, and disputes between the company and shareholders about the division of maintenance costs. Relating to the maintenance needs report (which is required by law in cases when planned maintenance significantly affects the use of an apartment, company charges, or other costs incurred by the use of an apartment), questions charted, among others, discussion about the report in the company meeting, shareholders' opportunities to go over the report before the meeting, things included in the report (e.g. cost estimate, maintenance schedule), and perceptions on the usefulness of the report. Relating to renovations done by the respondent, questions examined superficial renovations done in the apartment after 2010, potential difficulties in filing a renovation notice, whether the respondent had consciously neglected to notify about a renovation, whether the company had requested that the respondent add information to a renovation notice, what the processing fee for the notice had been, and whether the fee had increased or decreased after 2010. Further questions about renovations investigated the processing time of renovation notices, supervision of and conditions set for the renovation by the company, and potential costs incurred by the supervision. Perceptions of disputes and dispute resolution were surveyed. Increase or decrease in disputes between the company and shareholders after 2010 was studied as well as primary actor in resolving disputes, and the need for an independent third party to settle disputes and conflicts between the shareholders and the company. Seuraavaksi kysyttiin taloyhtiön tiedottamisesta ja tiedonsaannista. Osakkailta kysyttiin, toimitettiinko yhtiökokouskutsut ja muut kokousasiakirjat yhtiössä osakkaille riittävän hyvissä ajoin, vastasivatko hallituksen jäsenet ja puheenjohtaja sekä isännöitsijä osakkaiden kysymyksiin yhtiökokouksessa ja tiedottavatko hallitus ja isännöitsijä osakkaita riittävästi ja ajoissa olennaisista kysymyksistä. Lisäksi tiedusteltiin muutoksia viestinnässä osakkaille kesäkuun 2010 jälkeen sekä mistä seikoista osakas toivoisi hallituksen ja/tai isännöitsijän viestivät osakkaille aktiivisesti. Kysymyksissä rakennusten ylläpidosta kunnossapitotarveselvityksen käsittelystä ja remonteista taloyhtiössä tiedusteltiin muun muassa, tunsivatko hallitus ja isännöitsijä riittävän hyvin määräykset kunnossapitovastuun jaosta ja oliko taloyhtiössä toistuvia riitoja korjauskustannusten jaossa. Kunnossapitotarveselvitykseen liittyen tiedusteltiin oliko yhtiökokouksessa käsitelty kunnossapitotarveselvitystä, pystyikö siihen tutustumaan etukäteen, millaiseen taustaselvitykseen se perustui ja millainen sisältö siinä oli. Lisäksi kysyttiin kunnossapitotarpeeseen varautumisesta taloyhtiössä. Remontteihin liittyen kartoitettiin, oliko osakas toteuttanut osakehuoneistossaan remontteja ja oliko taloyhtiö asettanut sille joitain ehtoja tai valvonut remonttia. Remontti-ilmoitukseen liittyen kysyttiin esimerkiksi, oliko osakas tietoisesti jättänyt tekemättä sellaisen, kokiko hän remontti-ilmoituksen tekemisen vaikeaksi ja onko remontti-ilmoituksesta maksettu käsittelymaksua. Lopuksi kartoitettiin sovittelua ja riidanratkaisua taloyhtiössä sekä isännöitsijäntodistukseen liittyviä seikkoja. Esimerkiksi tiedusteltiin, onko taloyhtiössä erimielisyyksiä ja ovatko ne vähentyneet vai lisääntyneet kesäkuun 2010 jälkeen. Lisäksi vastaajilta kysyttiin, keneltä erimielisyyksiin on haettu apua ja tulisiko taloyhtiöillä olla käytössä viranomaisten ylläpitämä sovittelu- tai riidanratkaisuelin.
